Province-wide new towing regulations implemented to reduce “chasers”

With the implementation of the Towing and Storage Safety and Enforcement Act (TSSEA) on January 1, 2024, Ontario has implemented new towing regulations.
The action was taken in response to multiple instances of insurance fraud, fabricated invoices, reckless driving, and aggressive or menacing behavior directed at clients and reputable tow companies by “chaser” tow operators.
“Chasers” threaten and coerce stranded drivers into using their services—typically at exorbitant prices.
Towing operators and storage facilities are required by the TSSEA to hold a province license, tow trucks must prominently display the name of the company and certificate number, and written consent must be obtained prior to towing.

The new regulations were warmly received by CAA North & East Ontario’s president and CEO, Jeff Walker, who called them a positive move. He did concede, though, that it might take some time to remove dishonest “chasers” from the road.
Walker claimed, “Disreputable actors have plagued the towing industry in recent years, trying to take advantage of customers in vulnerable situations during stressful times.”

“While this will be a huge help, the province of Ontario has taken over industry regulation from municipalities, and we all know that bad actors don’t follow the rules.
“We hope that the days of customers holding drivers’ cars hostage when they break down on the highway, misinforming drivers, and demanding absurd sums of money to release them, will soon be over,” the statement reads.
