Later this month, applications will be accepted for seniors 87 years of age and older, with eligibility expanding in the new year.
On Monday, the federal government unveiled its new dental care plan, a $13 billion insurance programme that will begin paying for routine dental care for those who meet a specific income threshold the following year.
First, the programme will cover children under the age of eighteen and some seniors in Ottawa. By 2025, it will cover all eligible low- and middle-income Canadians.

Later this month, senior citizens 87 years of age and older will be able to apply. Applying in the new year will be possible for other age groups.
The goal of the staggered application process is to minimise disruptions to the roll out. Millions of people are expected to use this new social safety net component in Canada, according to the government.
Over time, coverage will be phased in, but some eligible individuals will begin to start receiving benefits in May 2024. Expenses incurred prior to the applicable start date will not be reimbursed.
The interim programme, which has been directly distributing checks to families with children under 12 for the past year, has been replaced by this insurance-based programme.

A person must not have access to an existing private insurance plan and have a household income of less than $90,000 in order to be eligible for the programme.
Elderly Mobility Scale:
Furthermore, for the government to confirm income, the individual needs to have filed a tax return.
Families with incomes under $70,000 per year are most eligible for the generous benefits of the plan.
Patients do not have to pay a co-pay to a participating dentist, hygienist, or adventurist; instead, Ottawa will cover the costs of covered procedures such as examinations, cleanings, polishing, X-rays, fillings, root canal therapy, and full and partial removable dentures.
Families earning between $70,000 and $79,999 will have to pay a 40% co-pay; for families earning between $80,000 and $89,999, the co-pay increases to 60%. The remaining expenses will be paid by the federal plan.
Services that the Canadian dental care plan will pay for include:
- Preventive maintenance, such as fluoride, sealants, polishing, and scaling
- Diagnostic services, such as physical exams and radiography
- Services for restoration, such as fillings
- Periodontics services, which include procedures for root canals
- Orthodontic services, such as full and partial dentures that are removable
- Periodontal treatments, such as deep scaling
- Extractions among the services provided by oral surgery.
Health Minister Mark Holland called the government’s plan “trans formative” since it will cover the approximately nine million Canadians without dental insurance at this time.
“We know we can have the best health system in the world and today is a monumental step in that direction,” Holland stated.
“It’s going to make life better for eligible Canadian residents who won’t have to choose between paying their bills and getting the help they absolutely need,” he stated.

According to Citizens’ Services Minister Terry Beech, eligible citizens will receive an invitation to apply for the benefit when it’s their turn by mail from the federal government, so there is currently nothing that Canadians need to do.
Seniors 70 years of age and above will receive invitations in the mail to apply for the plan; they will do so over the phone.
The following is the anticipated timing of the letters for seniors:
- Seniors beginning in December 2023 and up to the age of 87
- Elderly people 77 to 86 years old as of January 2024
- Seniors beginning in February 2024 and ages 72 to 76
- Seniors beginning in March 2024 and ages 70 to 71
Then, as people get older, the application process will move from the phone to the internet in May 2024. 65 years of age and up can apply.
Beginning in June 2024, applicants must be individuals holding valid disability tax credit certificates and minors under the age of eighteen.
The NDP’s Jag meet Singh asserted that the government is only moving forward with this programme because his party “forced” Ottawa to pass it in order for the Liberals to be granted a confidence-and-supply agreement that might extend their tenure in office until 2025.

According to Holland, discussions are still going on with various governmental levels. “I think they understand this isn’t an opportunity to shove off costs,” he stated.
Additionally, there’s a chance that some companies will force their employees onto the new federal plan in place of the dental benefits they currently provide.
The dental care plan’s current estimated annual cost to the federal treasury is $4.4 billion; a decision to dismantle those plans would result in an increase in that cost.
Dedicated hotline for inquiries
Dentists and insurance behemoth Sun Life will run the programme. Dentists and dental hygienists will submit claims directly to that company in order to be reimbursed.
In the event that there is a co-pay, insured individuals will cover that expense directly to the provider.
The government stated that even though a third party will oversee the programme, participants can still work with Service Canada representatives to resolve any problems that may come up, such as disagreements over eligibility or coverage. For dental services, there will be a special call centre.
Walkers For Elderly:
The government is expecting oral health practitioners to sign up for the programme and take payment in the form of a Canadian dental-care insurance plan.
According to officials, the government will begin an education campaign in the new year to inform dentists, dental hygienists, dentists, and the associations that represent them about how they can register to offer care that is covered.

Although there will be a fixed “fee schedule” for services, each province will pay a different amount towards Ottawa’s reimbursement.
Because the fees paid are “relatively generous compared to other public plans across the country,” according to the government, participating providers should be encouraged.
Holland said the government “still has work to do” to ensure that the nation’s dentists will treat patients with public insurance.
“The core success of this plan is making sure oral health professionals are signing up,” he stated. “I’m extraordinarily optimistic there is going to be very strong uptake.”
Seniors in Nova Scotia Holland said he recently met with seemed pessimistic about the proposed dental program’s chances of success.
They had been cohabiting with the decades with the same set of dentures, he claimed.
Holland reassured them that the initiative was on the way and that seniors would be able to use the insurance programme to assist with paying for dental care.
“Seeing that look of hope and joy and understanding the significance of that dignity was one of the most impactful political moments for me. the honour of having access to new dentures,” he remarked.
The party’s health critic, NDP MP Don Davies, assisted in creating the plan for this dental care programme. He called the launch of the programme “a truly historic moment.”
“We are continuing Tommy Douglas’ legacy, who established our nation’s public health care system,” stated Davies, referring to the late NDP leader who advocated for”head to toe” medical protection.
