The final provision of Michigan’s Reproductive Health Act, which eliminated the need for a separate insurance rider for abortion coverage, was signed into law by Governor Gretchen Whither on Monday.

The action was taken in anticipation of 2024, when Democrats will continue to push for the issue, and after voters in the battleground state voted to enshrine abortion rights in the state’s constitution during the previous year’s midterm elections.

Since Roe v. Wade was overturned last year, the right to an abortion has become a major motivator for voters.

Democratic contenders have emphasised the issue heavily in their pitches, notably Whiter in her 2022 reelection campaign.

After signing the legislation, Whither wrote on X, “Today, ten years after I gave a speech on the Senate floor and shared my own story as a survivor of sexual assault, I am honoured to repeal the ban on insurance coverage for abortion.”

She stated in the post, “Never give up fighting for what you believe to be right. That is the moral of the story.”

Only 2.5 percent of the more than 27,000 abortions performed in Michigan last year, according to the state, were covered by insurance. The great majority paid for themselves.

The contentious insurance rider requirement was authorised in 2013 by the legislature, which was then controlled by Republicans.

Whither, who was the minority leader of the state Senate at the time, spoke out against it and shared her personal narrative.

Whiter claimed in August that there were still a lot of “bad laws” that “put politically motivated, medically unnecessary restrictions on abortion.”
