In a federal insurance fraud case, a Prince George’s County police officer who was found not guilty of murder earlier this week entered a not guilty plea on Friday.

William Green was shot dead on Wednesday while handcuffed in Michael Owen’s cruiser; the jury returned a not guilty verdict. However, Owen stayed detained until he entered a plea in the federal lawsuit.

In 2021, conspiracy charges were brought against Owen and five other officers. He is implicated in a scheme in which police officers made up police reports, claimed their cars were stolen, and filed insurance company claims in an attempt to get paid back.

Owen was charged in the indictment with plotting with Maryland National Capital Park’s Conrad D’Haiti.

Gazetted Officer:

Following his apprehension in the William Green case, Owen had been incarcerated for approximately four years. Prince George’s County police have not paid him since he was placed on suspension.
