As it enters a new year, California will lead the nation in providing health insurance to all undocumented immigrants.

All undocumented immigrants, regardless of age, will be eligible for Medi-Cal, California’s low-income version of the federal Medicaid program, on January 1.

Before, undocumented immigrants could not obtain full health insurance, but they could obtain emergency and pregnancy-related services through Medi-Cal if they fulfilled certain eligibility requirements, such as living in California and earning a certain amount of money.

Sen. María Elena Durazo of California stated that the final expansion, which takes effect on January 1, will allow about 700,000 undocumented residents between the ages of 26 and 49 to receive full coverage.

In response to a request for comment from ABC News, the governor’s office stated, “In California, we believe everyone deserves access to quality, affordable health care coverage – regardless of income or immigration status.” “We’re ensuring that families and communities throughout California are healthier, stronger, and able to receive the care they need when they need it through this expansion.”

The state of California’s proposal to increase coverage has not been without opposition. The action was criticized by the California Senate Republican Caucus in an analysis of the governor’s budget for 2022–2023.

Serving 14.6 million Californians, or more than a third of the state’s population, puts a strain on Medi-Cal already. The caucus wrote last year that “introducing 764,000 additional users to the system will undoubtedly exacerbate current provider access issues.”

On the other hand, research indicates that undocumented immigrants use less healthcare resources than citizens of other countries.

According to the health policy research nonprofit KFF, 8% of citizens of the United States and 50% of undocumented immigrant adults in the country report not having health insurance. This is because undocumented adults are more likely to work jobs without health benefits and have eligibility restrictions for federal programs.

According to KFF, eligible undocumented immigrants may also encounter additional obstacles like fear, language barriers, and uncertainty about their eligibility.

This is true even though research from the nonprofit Public Policy Institute of California (PPIC) indicates that the likelihood of having at least one chronic condition is similar for low-income undocumented immigrants in California compared to those currently enrolled in Medi-Cal.

Former President Donald Trump attacked the California health care expansion plan in 2019 when it included undocumented young adults, branding it “very unfair to our citizens.”
