A recent analysis from the Canadian Centre for Policy Alternatives (CCPA) claims that while the federal government’s national dental coverage program is still in its early stages of implementation, too many Canadians are left without coverage and that an additional $1.45 billion in funding is required.

According to a news release released on Monday, senior economist David Macdonald of the CCPA stated that “a $45,000 salary for each parent in a two-parent household isn’t a king’s ransom in Canada.”

In actuality, 59% of families with kids earn more than $90,000. However, families who earn more than that are not eligible for federal dental care coverage.

The Canadian Dental Benefit(opens in a new tab) was introduced by the federal government in December 2022, ahead of the Canadian Dental Care Plan’s launch.

It offers families earning less than $90,000 $260 to $650 annually per child under 12 to cover dental expenses. But according to the CCPA, that ignores 425,749 children under the age of 12, or 35%, whose family income is too high.

The Canadian Dental Care Plan, which has been implemented gradually (opens in a new tab), is expected to replace the Canada Dental Benefit. Seniors will be able to apply between December 2023 and May 2024.

Based on estimates from the Canadian Dental Association, the new program will cover dental care for 8.5 million Canadians. An additional 1.4 million people currently receive dental coverage from various provincial programs, but the federal dental care plan may offer better coverage for them. But the income cap of $90,000 excludes 4.4 million.

Moreover, the report states that “fewer and fewer people will be able to access them over time” if the income cap isn’t adjusted for inflation.

The proposed dental plan has a $13 billion budget over five years, with an additional $4.4 billion allocated each year after the program is fully implemented.

Nonetheless, the CCPA is requesting that the federal government provide an extra $1.45 billion annually in funding to make the

program universal, comparable to visiting a medical facility or doctor.

“Two options are available,” Macdonald declared. “The first is carrying on with the development of new medical care programs that incorporate an income cap and a fill-in-the-gaps model, similar to what Canada is doing with dental care.

Health Canada emailed CTVNews.ca to clarify that the federal program “is not an insurance program,” but otherwise offered no comments on the gap that had been reported.
